Why, you may ask? I just personally didn't like the whole plot twist in the show with Vaggie being an angel and Charlie not knowing it. Since the pilot era, the whole theory that Vaggie is a former exorcist seemed far-fetched to me ('cause the evidence was mostly based on the fact that Vi has an angelic spear, even though anyone can buy a weapon from Carmilla, and that she has an X on her blindfold). And like, why was Valkyrie afraid to tell her all-forgiving and understanding girlfriend about this secret? Why didn't Charlie figure out that Vi was an angel (like, Charlie had never seen her girlfriend's blood, or what?)?
In short, my idea is as follows: Charlotte pitchs her idea of redeeming sinners in her hotel, instead of a mass g*nocide every year, to the upper classes of heaven, and they listen. The higher angels give Charlie a test year so that she can find out and prove that a sinner can redeem themself. And if Charlotte succeeds, then the extermination will stop, and if not, well, everything will remain the same. And to make sure that everything is going well, and Lucifer's daughter is not making evil plans, one of the exorcists is assigned to Charlie — Valkyrie (it's a fake name, btw). Valkyrie doesn't really believe in the idea of redeeming sinners, but since she's been assigned to do something by the old angels, she'll get to work. She and Charlie agree that maybe the sinners won't like having an exorcist in the same room with them, so they decided that Valkyrie would pretend to be a sinner (a moth demon, to be more specific). And according to the hypothetical development of the plot, Valkyrie will begin to understand that maybe sinners are not as bad as they were taught in paradise, maybe not everyone is here deservedly. Would she side with Charlie?... But this is just a hypothetical scenario.
In the meantime, Valkyrie is a cold and non-empathic person. She feels disgust and contempt for all the hellish inhabitants. She firmly believes that heaven's policy is correct, and everything that has been drilled into her head since birth is true.
